That’s exactly what Bicycling In Greensboro is pushing for. To date, the nonprofit has collected 332 names on its petition to add bike lanes to Greene Street, including both online and hard copy, said Nicole Lindahl, project coordinator for Bicycling In Greensboro. According to Transportation Engineering Supervisor, online comments in favor of two-way conversion have outnumbered those opposed, 29 to 18. But even more commenters — 30 — “did not clearly support nor oppose the project but rather requested bike lanes, crosswalks, landscaping and traffic-calming enhancements,” she said.
Nicole Lindahl, who is also an employee of the Interactive Resource Center, pointed out to me that many of the homeless day center’s guests rely on bicycles for transportation. They frequently visit the courthouse to resolve misdemeanors, as well as the Family Justice Center, also located on Greene Street. “It’s a completely different atmosphere than it used to be,” she adds. “This stuff works.”
Notwithstanding the city’s professed support for cycling, the current plan for Greene Street’s two-way conversion does not incorporate bike lanes. Instead of sacrificing one of the three traffic lanes, the plan calls for two southbound traffic lanes and one northbound lane.
The priorities of the parking garages are still driving the process. I haven’t found a city official who can give me a good explanation for why there’s a higher demand for traffic going southbound than northbound, other than force of habit from drivers being accustomed to using the current three southbound lanes. I’ve observed the 5 p.m. weekday rush as courthouse workers exit the Greene Street parking deck, while traversing three lanes to turn right onto Washington. It certainly provides a convenient access to North Edgeworth Street for those heading up Battleground Avenue to the northern suburbs, or to South Spring Street, for those headed south on Randleman Road. But when the two-way conversion takes place, they could just as easily drive up to Friendly Avenue and hang a left to catch either Edgeworth or Spring.
Councilwoman Marikay Abuzuaiter, who chairs the Greensboro Metro Planning Organization Transportation Advisory Committee, is sympathetic to the plea from Bicycling in Greensboro. But she told me that she doesn’t think it’s feasible to include bike lanes, at least in the crucial three-block stretch of Greene Street from Washington north to Friendly Avenue. But she said it might be possible to include bike lanes from Friendly Avenue north to Bellemeade Street.
Abuzuaiter said she’s focusing on getting bike lanes added to all feeder streets that bring people downtown, including North Elm Street from Fisher Avenue to Cone Boulevard.
Chris Spencer, the city’s traffic engineering manager, told me that city staff is concerned that narrowing Greene Street to two lanes would create an unacceptable level of congestion. Without a second southbound lane, he noted, traffic turning into the parking garages could bring traffic to a standstill.
Lindahl doesn’t disagree, but she asks why it’s a bad thing to slow down traffic.
“When you slow things down during rush hour, it makes things safer,” she said. “It’s almost like they’re choosing driver convenience over the safety of people.”Like this:

Can the civic republican tradition succeed where market individualism seems to be failing so miserably?
In a suggestive article called “Civic Republicanism and Green Politics,” John Barry and Kimberly Smith argue that the answer is at least a qualified “yes.” Barry and Smith consider the republican tradition “the more fundamental and therefore more robust and enduring dimension of western democracies.”
Green politics, like civic republicanism, occupies a much more expansive historical frame of reference than the rival liberal tradition, animated as it is by the urgent imperative of bringing modern industrial civilization into harmony with the natural order, so as to preserve a habitable planet. Barry and Smith argue that civic republicanism and green politics share the same basic view of the human condition, one mostly missing from the liberal canon: a sense of human vulnerability—either to climate change or to the vagaries of random political chance, which Machiavelli famously called fortuna. In both frameworks, the existential condition of extreme vulnerability makes humans clearly dependent on one another—or more precisely, interdependent, as Aristotle, the first great philosopher of republicanism, insisted so strongly.
Operating from this shared sense of human fragility, both ideologies exhibit an intense concern with long-term sustainability. Machiavelli, who introduced republican thinking to the modern world, viewed political time as cyclical, and also ironic: The stronger a republic grew, the more susceptible it became to corruption and decay. The key to sustaining republican life against the corrosive influence of luxury, vice, and moral decline rested in the steady cultivation of civic virtue among citizens and leaders alike. And the essence of civic virtue is the willingness, in matters of state, to put the interests of the community ahead of one’s personal interest—an impossible demand, as green and republican thinkers jointly concede, amid the conditions of acute wealth inequality in civically imperiled societies like today’s America.
Barry and Smith report that civic republicanism’s overarching concern with political leadership is woefully absent from green theory. Green activists have grown myopic when it comes to the cultivation of leadership, they argue, because they tend to be ideologically committed to the false sense that forceful leadership is incompatible with the green ideal of participatory, grassroots democracy. Barry and Smith counter that a viable green politics can only succeed if “inspiring political leadership” helps navigate the unworkable status quo toward a sustainable socioeconomic order.
This is not to say, however, that green republicanism is a top-down exercise in political persuasion; quite the contrary. Political scientist Jason Lambacher insists that an environmentally robust republican tradition can only arise out of an ethos of expansive political participation.
Lambacher reaches this conclusion through a nuanced study of parallels between republican and green philosophy, as he extrapolates them from the writings of Hannah Arendt, the twentieth century’s most brilliant exponent of republican ideals. Arendt was tormented by what she perceived as the loss of “political freedom” in the modern world—by which she meant the ability to act politically, that is, in the best interests of the community as a whole, or the “common good.” This atrophy of a modern politics of virtue arose via the gradual enclosure of the political sphere by the economic one, Arendt argued. Contemporary political action is focused on fueling the dynamics of an individualistic, consumerist economy; and green economics likewise holds consumer capitalism responsible both for the creation of a grossly unequal society, and for a concomitant despoliation of the natural environment.
Lambacher nourishes the hope, as Arendt did, that a participatory dialogue allowing for the expression of pluralistic points of view—which would inevitably become, in Arendt’s phrase, a site of agonistic contestation—might produce broad agreement on how an ecologically balanced society could function. In a 2009 article, Georgetown University Law Professor Hope M. Babcock introduces the concept of the “environmental republican moment”—the interval when, due to growing awareness of looming ecological catastrophe, citizens might be open to changing their behavior in relation to environmental challenges, through “a process that is essentially a dialogue” but also, as in Arendt, more clamorous than consensual.
Where exactly would such an interlocutory process take place? WASHINGTON (AP) — Suddenly the climate is hot on Capitol Hill.
A day after the Senate blocked consideration of the Green New Deal, lawmakers from both parties were still talking about climate change. House Democrats pushed a plan to keep the U.S. in a global climate agreement, while Senate Democrats formed a special climate committee to match one in the House.
Republicans, meanwhile, continued to mock the Green New Deal as a step toward socialism and pushed for a House vote similar to the one in the Senate. The GOP launched a House Energy Action Team, or HEAT, to push an "all-of-the-above" approach to energy and counteract what they called the "radical" and economically devastating Green New Deal.
"Now everyone's talking about climate change," Senate Democratic Leader Chuck Schumer said at one of three separate news conferences Wednesday on the issue.
While no Democrats supported the Green New Deal in a Senate test vote forced by Republicans Tuesday, the sheer volume of discussion made clear the plan has struck a nerve as both parties seek to use it to their advantage in the 2020 elections.
"Democrats are on offense" about climate change, Schumer said as he announced a Democrat-only committee on climate. "We're feeling really good about where we're moving."
Results in the Senate showed otherwise, Republicans said.
Senators voted 57-0 against a procedural motion to take up the nonbinding resolution, which calls for the U.S. to shift away from fossil fuels such as oil and coal and replace them with renewable sources such as wind and solar power.
Again and again, GOP lawmakers noted that no Democrat supported the motion, even as all 53 Republicans opposed it. Three Democrats — Doug Jones of Alabama, Kyrsten Sinema of Arizona and Joe Manchin of West Virginia — joined Republicans to oppose the plan, as did independent Sen. Angus King of Maine, who caucuses with Democrats.
Instead, 43 Democrats— including Schumer and Massachusetts Sen. Ed Markey, the bill's lead sponsor — voted "present."
Democrats called the vote scheduled by GOP leaders a "sham" and said it carried its own political risk by mocking an issue — climate change — that a growing number of Americans care deeply about.
"All across the country, people young and old are mobilized, organized and galvanized to take action now on climate change," Markey said.
Republicans dismissed the plan as a government takeover of the economy that could bankrupt the nation with an unrealistic goal of obtaining net-zero carbon emissions within 10 years.
"We are not going to be successful at reducing our dependence on fossil fuels and lowering our carbon emissions through virtue signaling," said Sen Chuck Grassley, R-Iowa. "And that is all the Green New Deal boils down to: lofty goals and aspirations with no concrete plan or concern as to feasibility."
Voters "see through this Republican disgrace here in our Capitol," Markey countered. "They know that Democrats are the party of climate action, and Republicans are the party of climate denial."
But Republicans said Democrats were denying them a vote on the Green New Deal. House Speaker Nancy Pelosi, D-Calif., has rejected calls to schedule a vote on the plan and has given no timetable when or if it will reach the House floor.
"Even Speaker Pelosi doesn't want a vote" on the Green New Deal, "because she herself recognizes it's too radical," said Georgia Rep. Jody Hice, a member of the GOP energy team who has vowed to force a floor vote on the climate plan. Hice dared freshman Rep. Alexandria Ocasio-Cortez, D-N.Y., and other Green New Deal supporters to show "political courage" and agree to a recorded vote.
"When a leftist bill is too radical even for Barack Obama, you know it must be bad policy," said House Minority Whip Steve Scalise, R-La., who created the GOP energy team. Scalise was referring to comments by former President Barack Obama at a meeting with freshman Democrats this week, where he warned them to think about how their "bold" ideas will work and how they will be paid for.
Schumer and other Democrats insisted they were winning, citing polls showing that a clear majority of Americans support action on climate change. A December NBC/Wall Street Journal poll found that two-thirds of Americans believe action is needed to combat climate change, and a record 45 percent say the problem is serious enough to demand immediate action.
A growing number of Republicans, including Senate Majority Leader Mitch McConnell of Kentucky, now say they believe climate change is real and that humans play a role in it.
Republicans don't agree with Democrats on possible solutions, a fact Schumer cited in forming the Democratic climate panel, which will be led by Sen. Brian Schatz, D-Hawaii. "We won't wait for Republicans to highlight this issue, with the urgency it requires," Schumer said.
In the House, Pelosi and other Democrats introduced a bill to ensure the U.S. honors its commitments under the landmark Paris climate agreement, which President Donald Trump withdrew from in 2017.
"Despite what President Trump has said, America cannot and will not retreat" on climate change, said Rep. Kathy Castor, D-Fla., chairwoman of a House select committee on climate.
The bill "is just the start" of action needed on climate, Castor said, but unlike the Green New Deal, it has the potential to win Republican support. "There are many ideas, including this one, that are consistent with the urgency and ambition that the Green New Deal underscores," she said.
